THE WHAT?  The European Commission has begun a process to end animal testing for chemicals across Europe gradually. However, this decision excludes the ongoing EU ban on animal testing for cosmetics, contrary to the demands of the European citizens’ initiative “Save Cruelty-Free Cosmetics – Commit to a Europe Without Animal Testing.”

THE DETAILS?  Despite a ban since 2009 on animal testing for cosmetic ingredients, such testing for potentially hazardous chemicals is still mandated under the EU’s REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) regulation. Notably, the projected updates to REACH indicate a future surge in animal testing for chemicals.

THE WHY?  The Commission has plans to fast-track the development and implementation of non-animal testing methods. However, these plans do not meet the comprehensive reform demanded by the European citizens’ initiative. Therefore, citizens and initiative organizers are advocating for additional measures, particularly concerning animal testing in the cosmetics industry.
